Undocumented Students

Can be eligible for scholarships

Undocumented residents who meet certain qualifications are eligible to apply for scholarships from The Ford Family Foundation.

Applicants in Oregon must meet all of the following eligibility requirements of Oregon House Bill (HB) 2787 and Senate Bill (SB) 932, including:

  • Attended an Oregon elementary or middle/high school during all three years immediately preceding graduation or equivalent
  • Attended an elementary school or middle/high school in the United States during each of the five years immediately prior to earning a high school diploma, or equivalent
  • Received (or will receive) a high school diploma or GED in Oregon
  • Certifies intention to become a U.S. citizen or lawful permanent resident

Applicants in Siskiyou County, California, must meet all of the following eligibility requirements of California Assembly Bill (AB) 540, including:

  • Attended a California high school for at least three years
  • Received (or will receive) a high school diploma or GED in California
  • Certifies intention to become a U.S. citizen or lawful permanent resident

In addition:

  • Applicants attending a public, four-year college must complete an Affidavit and Request for Exemption from Nonresident Tuition and Fees (available at university admissions offices) and qualify for in-state tuition.
  • Applicants must be eligible for and complete the 2025-26 Oregon Student Aid Application (ORSAA) or the 2025-26 California Dream Act Application (CADAA) as soon as possible after it opens.
  • OR and Siskiyou County, CA: As part of the selection process, select applicants may be asked to complete The Ford Family Foundation’s Tuition Equity form to certify they meet all of the above eligibility criteria. Scholarship offers may be rescinded if an applicant does not meet all criteria and/or does not qualify for in-state tuition.
